Problem
analysis per se
isn't enough and may make us lose sight

The Catholic Commission for Health
Pastoral Care has been conducting the project on 'personnel
development' in the form of a workshop. In October ,2005 the
workshop was on the theme: "Follow-up of the holistic
project management (PCM)" led by Dr. Pricha Dechalert
at Baan Phu Waan Bangkok Archdiocese There were 18 participants
with Rev.Fr. Phairat Sriprasert as the chairperson. |

The objective of this
workshop is to: |
1. |
Revise the knowledge
on Project Cycle Management and |
2. |
Evaluate the successive
participants. |
|
All the
participants who have undergone the course must write the Log
Frame using the process of Project Cycle Management in groups
before it would be commented by the speaker at the end in order
to widen the knowledge of the participants. |
|
From the evaluation
papers after the seminar it is found that there are people who
make use of this new knowledge in their respective organizations
and there are also others who use the various kinds of analysis
and adapt them to their non-health projects. The analysis consists
of the following: |
1. |
Problem analysis
in the form of a Problem Tree: analyzing the origin of the problem
in order to design activities appropriate to the potential of
the targeted group. |
2. |
Make analysis of the
stakeholder which is the targeted group. It is found that participants
can perceive the targeted group more extensively by including
all people who would be involved in the project. |
3. |
Make analysis of
the means of verification. Participants can find more varied
means, such as statistics of higher education, provincial health
data, report of training, work diary, etc. |
4. |
The evaluation also
finds that some participants have already used the learned process
while others are still on the trial process. |

The speaker gives
his advice that the objective of the Log Frame, Monitoring and
Evaluation is to follow up the activities and the outcome. To
write the Log Frame it may be difficult for someone, but if
you have the details in your proposal it will increase momentum
of your project. You must remember that before writing the Log
Frame you must have the overview of the project. Project proposal
to the sponsor must show how your project will help reducing
the problem and respond to the global needs. |

A good project must
have detailed activities and a clear verification. As for analyzing
the problem in the form of a Problem Tree, it is a way of looking
at all the problems. It should be remembered that the problem
analysis must not end there, because analysis of the problem
is not enough and it may also make us deviate from our original
goal. Hence, we have to be aware of the stakeholder group who
will make us decide which problem to analyze and prioritize
our projects. |

Rev. Fr.
Phairat, the Secretary General, opines that the committee is
aware of the importance of project writing and project management,
hence arises this workshop. It is believed that each participant
will have his/her own technique and methodology to adapt and
make use of it in their respective fields of work with prudence.
It is believed that this workshop will make the participants
gain more knowledge. To live with knowledge sill upgrade our
quality of life and will certainly generate more outcome. |
