Project Design
and Management Training |
It is of vital
importance that the Catholic organizations working in various
social sectors of the Thai society be familiar and systematic
in the project management in order to achieve the targeted
objective. However, the common problems among the Catholic
organizations, especially in the HIV/AIDS field, are that
the staffs lack competence in the data collection and have
no experience in the project design and management. Seeing
the importance of building up staff capacity the Catholic
Relief Services (CRS) organized a workshop on "Project
Cycle Management" (PCM) on 8-11 March 2005 at the Pastoral
Training Center.

The
workshop objective is to let the participants understand fundamental
knowledge of the project cycle management and be able to identify
major factors of the project management within the PCM framework.

The training process
was done through group exercises by analyzing main problems
of the project under the following principles: 1. identification
of the problems, 2. strategy in tackling the problem, 3. identify
means to tackle problems at the grass-root level, 4. identify
resources for operation of the project, 5. project operation,
and 6. project evaluation. |

The participants
are also trained in the stakeholder and problem analysis within
the framework of PCM so that each participant will be able to
analyze basic problems of his/her own project. |

Under the PCM
methodology one most important tool in the analysis and project
management is the Logical Framework Approach (Log Frame). The
speaker enumerates in details steps in writing up the Log Frame,
use of the Log Frame and also its limitation. |

To maximize the
output the speaker makes a daily evaluation and adapt additional
useful text beyond the given agenda. Last but not least is the
fact that each participant is requested to make self evaluation
to make it more conducive towards the development of his/her
own work. |

The evaluation
results indicate that the participants understand the process
of writing up and management of the project and that they are
ready to use their new experience to develop their institutional
activities. In sum, this workshop has achieved its objective:
namely, participants gain basic knowledge of management within
the framework of Project Cycle Management. |

Under the scheme
of personnel development of the Catholic Commission for Health
Pastoral Care there will be continuing programs, e.g. data collection
and project evaluation which will be publicized at a later date. |
